HWSP401 Harmony Update - FDC/IHC April 28, 2020

Dear Family Day Care and In Home Care Clients,

We are now a couple of weeks into the new Business Continuity Payment (BCP) process with many services successfully using the BCP module and majority of services finalising and now processing their new cycle. This has been a great achievement through these difficult times and each and every service needs to be recognised for their efforts.  We applaud you.

We just wanted to clarify a few processes: 
-  Yes, you still need to create enrolments and enrolment confirmations.
-  Yes, your parents still need to confirm enrolments in their Centrelink account.
-  Yes, you still need to record actual in/out Times (through e-signature or manually inputting on the timesheet).
-  Yes, you still need your educators to submit timesheets each week or fortnight.
-  Yes, you still need to check timesheets and mark them as ready for CCS.
-  Yes, you still need to submit your session reports each week or fortnight.
-  Yes, you can still run your educator deductions if you want to.
-  Yes, you still need to send out statement of entitlements.

The processes that have changed in Harmony Web are: 
1.	While you do still submit these timesheets they don’t actually get processed by CCS, but it is a requirement for reporting purposes in Harmony.
2.	CCS will pay you based on the BCP reference week.
3.	You distribute payments via the BCP module.  Some services have opted out of using this module and that is ok – this step won’t apply to you.

If you submit incorrect data in the BCP period, FDC services can still revise.   For IHC clients make sure you follow your correct procedure of cancelling timesheets (Even under BCP you do not revise).  The BCP will adjust the hours and fees accordingly.

Some services have asked if they need to send out a statement of entitlement and a parent payment advice.  It’s important to note that the statement of entitlement is still mandatory through this period.  The parent payment advice always has been a service decision – If you want to send this out as well, that is completely fine.  If you want to stop sending this out during the BCP period, that is ok as well.

It’s Important to note that while you are receiving your BCP payments CCS may still be processing subsidy payments for adjusted entitlements for families, or if families have now accepted an enrolment for a period outside the BCP period.  If you do see any adjustment, treat these timesheets as you would in the past of disbursing these payments through and they will show up on the payment advice as they normally will.  This money must be passed onto the educator.  These payments will remain separate to your BCP worksheet.
