HWSP386 Processing BCP Payments April 8, 2020
Description
This announcement is to update you on progress in modifying Harmony Web to enable the processing of BCP payments to your Educators. 

We understand that FDC and IHC Services will have different views and approaches to disbursing this money to their Educators. Since late last week we have been consulting with a number of Services and have settled on a design that is currently with the software development team. We hope to have the solution tested and released as soon as possible. 

In summary,  

-  The system will use current processes as much as possible. This will make the implementation faster for us, and also easier for customers to use as it will have familiar concepts and workflows.  
-  Services can disburse monies to Educators based on a number of options. These options are based on feedback we have received from Services. 
    = Flat Rate.  A flat $ payment amount which may be allocated to each educator, based on the total pot of money available for distribution. The amount allocated to each educator will be 
    determined at the discretion of the service. 
    = Activity Based. A variable $ payment based on Educator ‘Activity’. There are 3 Activity measures that can be used to calculate the payments to Educators. Based on timesheet 
    information; (i) Total hours, or (ii) Total Hours less Absences, or (iii) Total $Fee. The philosophy here is that educators with more activity will receive a higher share of the available pot of   
    money. 

-  In addition to the above Flat or Activity based payment method, Services will be able to make manual adjustments to the amounts. 

-  The Flat Rate payment method would allow Services to set a minimum payment (Safety Net) to an Educator. This may be used if an Educator is in a high-risk virus category and cannot work, or is closed due to a virus lockdown, or any other reason. 

-  Harmony Web will display a new worksheet screen that will replace part of your current Day Two Processing. 
    It will show how much BCP payments were received in the week/fortnight 
   Service can decide how much of that BCP payment received will be disbursed to Educators 
   The Service can deduct monies from the BCP monies received to cover their operating costs. Hence this will be the amount deducted instead of your usual Levies/Admin fees 

The Service will then; 
    Apply any Safety Net $ to an Educator (if applicable) 
    Select the calculation method (Flat $ or one of the three Activity based options) 
    Make any adjustments to the amounts calculated by Harmony Web 

The worksheet will show how much monies would have been earned based on the total care fee (if the educator was still operating as normal). So Services can compare at an Educator level how much would have been received (based on the total care fee) and what is now received with the BCP payment. 

Once the new BCP Payment module is completed, we will release webinar dates and tip sheets. The support desk will also be available for assistance.
